Strategic Partnership Between Paymera and Visa to Strengthen Syria’s Digital Payments Ecosystem

 

Paymera, a subsidiary of the Syrian Sovereign Fund, signed a cooperation agreement with Visa on Monday, August 25, 2026, at the Fund’s headquarters in Damascus.

The signing marks a new step in developing Syria’s digital payments sector, bringing together a specialized national company and a global payments network to support a more connected and efficient financial ecosystem.

Paymera develops electronic payment solutions and connects bank cardholders with merchants through a secure, user-friendly local network. The agreement will expand the company’s technical and institutional relationships in step with the Syrian market’s evolving digital financial needs.

As cooperation moves into implementation, it can make everyday payments more flexible and secure for Syrians, give merchants better tools to accept payments, support e-commerce, and gradually reduce reliance on cash.


At the conclusion of the meeting, Leila Serhan, Visa’s Senior Vice President and Group Country Manager for North Africa, the Levant and Pakistan, said:

“There is great enthusiasm on our side, and we have seen that same enthusiasm among the teams we are working with on the ground, alongside a strong level of innovation. Today, we have an opportunity to make history in Syria, and that is what we intend to do together.”

At the Fund, we develop our companies with a focus on practical outcomes people can feel in daily life, including more efficient services and infrastructure that enables individuals and businesses to contribute to Syria’s economic development.
